Ships for State Service.

We learn, says the Times, that arrangements are now being made for immediately extending the British ship requisitioning scheme to the 'Scuth and East African trades. The services affected include those from this country, Canada, and the United States. As in the case of the other trades in which the scheme is being instituted, the arrangemen's pro- vide for the hire of the ships to the Government at Blue-book rates, the payment to the State of the profits earned above these terms and the setting up of a committee of management on which owners and the Shipping Ontroller will be represented, whose business it will be to ensure that all the tonnage: available is employed to the hast passible advantage. The trades in which the preliminary arrange- ments for instinting the scheme have already been completed are the Australasian, fnd an, Persian Gulf. Burma, Straits Settlements, and Far Eastern, and the further extension of the system to, at any rate. practically all trades may be regarded as really only a matter of time. Arrangements have also been instituted for | applying the principle of system-

atic State requisitioning of ships to the services between this country and South America, including the West Coast. There is reason to believe that the cordial reception accorded by owners to the quite revolutionary changes in bu iness method. now being effected, and the a"senc of any discordant note, are through- ly appreciated. More than a year ago the system now being pat into practice was strenuously and steadily advocated in its e ›lumus, and it was maintained, and not without reason, that at least all the most broad-minded and far-sighted owners would willingly ace pt the principle of central control. It is op'y since the formation of the present Government and the creation of the Ministry of ship- pine that ship wners have had au opportunity of putting themselves right with the public. is evidently a good deal of misconception on "the subject, ît 'may be well to state clearly that merchants should continue to arrange for the shipment of their cargo in all trades through the usual loading agents and brokers precisely in the same way as in the past. The idea that the defsil work of managing and loading the ships is now passing into the hands of the Ministry of Shipping is entirely erroneous It is part of the new schemanow being put into practice that the manage- ment and loading of the ships should remain, as hitherto, with the individualowasm andbrokers.
