The Oplum Deal.
Poking, April 12-fbe Gor ernment bas returned the resolu- tion passed recently by Parliament demanding the cancellation of the opiam deal. The Government contends that it is not obliged to enforce such a resolution, which is not sanctioned in the provisional constitution. The Government adds that investigations bave been instituted as regards the alleged corrupt practices in negotiating the purchase.
Native Army in East Africa. Capetown, Feb. 21.-General Smuts, in his speech at the City' Hall bere, graphically described the hardships of the campaign in East Africa, the ravages of fever, the awful rainstorms, and the resolation and skill of the enemy. He declared that he early fores the impossibility of leaving white troops too long in the country, and warned the British Govern- ment, which authorised him immediately to start training an African Army, with the resalı that we have no trained datives in the field who are taking the place of the returning South African troops.
