The Philippines and the War.

The Governor General of the Philippine has received advices from the Bureau of Insular Affairs at Washington to the effɔ̃ct thak the exchange of postal money orders between the United States and Germany was suspended on April 6. The suspension spplies absolutely to the Philippine Islands.

Chinese Workmen for France.

A Cantonese named Liang Yo- ching is soting on behalf of: the French Government in enlisting. Chinese workmen for service in munition factories in France. He haaopsaed an office called the Tao Bing Agency for this purpose. The first batch of 100 coolies left for France recently. The applica-- sion list for the second batoh of 200 coolies closed on April 10 st she Agency's office: From April 25, applications will be received for the 3rd batch of Chiness coolies to be sent to the same destination. Advices from Na king state that so far 1,200 coolise have been engaged by a recruit ing agency at Pakow, soting in the interest of a foreiga Power.

A Queer Fish.

New Director for Shanghai Arsenal

The resignation of Mr. Li Chang-yo, Director of the Shang- bai Arsenal, has been accepted by General Tung Chi-jài. Mr. Esini-Pang-ching, Director of the Teb-chow Arsenal, has been transferred here to succeed Mr. Li.
