I have, therefore, sanctioned the payment of his passage to England, and of a gratuity equal to six months' salary. This latter amount was adopted because Mr. Moorson with a resident service of three years had not availed himself of vacation leave; and that, therefore, he might have been absent himself for six months on full salary from his post.
