Strangled by Red Tape. The Board of Trade seem re- cently to have had it forced upon their minds that prodigality of provisions for foreign-going orews is invidious when so many of the population at home are going short. Some genius among them accordingly directed that a circular should be issued asking owners to victual their vessels as far as possible abroad, The result was that those who did so had their supplies rejected by the Board's Inspectors when they arrived home, biosuse- although perfectly good- they did not come up to the red tape, arbitrary standard-"Joba Bull."
Arming of N.Y.K. Ships. As already reported in these olumns, the Directors at the Nippon Yusen Kaisha have decided to arm the company's Europan liners, and the au tho ities have been notified of their decision. It is now stated, says the "Japan Chronicle," that the Naval Department has arranged with the Nispoa Yusen Kaisha for the loan of a dozen 3.7 inch guns t› be mounted or board the company's Europena liners.
