I think it will be allowable for him to pay a short visit to Macao or other places on the coast within easy reach by the Mail Steamers, if it will be favourably entertained. His absences should not be long, and under similar latitude we have allowed Mauritius Governor.
I would limit it to a fortnight; it must not happen too often.
