Having, in the absence of any available civilian, applied to the Major General Commanding I have been enabled to secure the services of Assistant Surgeon L. E. Scanlan, Her Majesty's 10th Regiment for as long a period as may be required whom I have appointed to the vacancy pending the receipt of Your Lordship's instructions
3. I annex the usual Form containing the particulars respecting the nature and incidents of the Office in reference to which I addressed Your Lordship dated 18th July in my Despatch 855.
4. The opportunity has now occurred of deciding whether the Superintendent of the Civil Hospital is to be allowed to supplement his Salary by fees as, I think, paid erroneously to him under Ordinance No. 7 of 1868, as reported in my Despatch already referred to. In my opinion, it would be far better to raise the fixed Salary than to permit the present system with its attendant evils to continue.
