GERMANY AND NEUTRALS.
Amsterdam, February 10. It is announced from Berlin that Count Bernstorff sails from New York on 13th inst, aboard the Bredenkughth.
Mr. Gerard leaves Berlin in a few daya
Recent despatches from Berlin laboriously explained the delay in Mr. Gerard's departure, which was said to be due to an accumulation of passport work; but an interview with the Foreign Under Secretary, Von Stumta, published, ad- mit that Mr. Gerard was actually detained as a hostage. Ho say: "We heard nothing from America" regarding the treatment of Count Bernstorf and German subjects. Evident ly the American Government, after the rupture, prevented Count Bernstorff from telegraphing. We only learned that he had received his passports from the Swiss Government. Such treatment compelled us to take measures against Mr. Gerard."
Von Stumm concludes by hoping that the reports of the seizure of German ships by America and the confinement of the crews is untrue. "We do not wish for warfare with non-combatants like Great Britain has introduced by intern- ing civilians."
Washington. February 10,
In the event of Germany compelling the United States to une force, it is learned authoritatively that President Wilson will again go before Congress and not ask for a declaration of war, but will follow literally the words in his recent address to the Senate, requesting authority to use the mens deemed necessary to protect American sea- men and people.
While details of the plans are not discussed it is known that the arming and conveying of merchantmen is being considered.

The "Cologne Gazette" says that a number of private Americans and American newspaper correspondents will leave Berlin in Mr. Gerard's train, but the representatives of the "Chicago Tribune," the Chicago Daily News," the "New York" World" and Mr. Hearst's papers intend to remain in Germany,

Six of the crew of the Dauntless have been landed of whom two bave died and four are in hospital,

The danger of rescuing submarine victime was illustrat- ed by the evidence given at the inquest on the Chief Officer of the steamer Saint Ninian who is raid to have picked up the crew of the Corsican Prince which was einking a mile ahead of the St. Ninian. While returning to his own ship be saw the periscope of the submarine which sank the St. Ninian in three minutes. Fourteen were drowned.

Field Marshal Haig reports successful raids castward of Vermelles and south-eastward of Ypres. Many dugouts were destroyed.

Realer's correspondent at Headquarters reports that the hard pressed enemy has fallen back well behind Grand- -court.

We repulsed attempted raids south-east of Neuville St Vasst and east of Vermelles. South of Neuve Chapelle we entered the enemy's lines east of Neurillo St. Vaast and destroyed a concrete machine gun emplacement,
We carried out a successful raid at Givenchy, taking 96 prisoners.
We dropped bombs on a number of places of military importance, damaging an enemy serodoine.

ABOLITION Of Double-INCOME TAX URGED,

At a meeting in the City, convened by the Association for the Abolition of Double Income Tax within the Empire, four hundred were present. It was decided to request Mr. Bonar Law to receive a deputation on the subject prior to.. the introduction of the budget. Five members of the House of Commons were among the speakers.

THE PREMIER'S MESSAGE TO AMERICA.

Mr. Lloyd George, in a message to the "New York. Times" on the Abraham Lincoln anniversary, welcomed the latest proof that Americans were realising that we are fight- ing the same battle as Lincoln fought in 1661. We only realised in August 2014 that either the machine controlling the destinies of Germany would destroy the liberty of Europe or the people of Europe must defeat its purpose by the supreme sacrifice of war. Unity and freedom are again at stake and there can be no compromise in such a war,
for liberty is the issue and it can only be decided by victory.
STEADY BRITISH ADVANCE IN MESOPOTAMIA.
London, February 10. An official message from Mesopotamia says the positions gained on Febreary & have been consolidated. Our artillery on several occasions bombarded the liquorice factory, which is strongly held by the enemy. Despite two counter-attacks we secured and consolidated a portion of the new front line west of the Hai. Further westwards we secured and con- solidated trenches on a frontage of 1,200 yards.
