THE DEBATE ON THE ADDRESS,
Important Speeches By Mr. Asquith' and Mr. Bopar Law,
London, February 7. Speaking in the House of Commons, daring the debate on the Address in reply to the Spesch from the Throne, Mr. Asquith said everyone was delighted at the arrangement made for meeting the Boun would like to The representatives, Dominions kaor the scope and purpose of the meeting. Was it concerned with concerted efforts of the Empire for the prosecution of the war, or would it consider problems of entlement and reconstraction? He was also asked to make a statement regarding wheat prices here and in Astralis,
Mr. Argoith, referring to Germany's "declaration of war en neutrals," said it would be unfitting for us to offer advice to America, but, be added, "we shall buil with seclamation, in which is the strain of family pride, the stern and resoluto determination of the other great English-speaking Power to frustrate the latest enormity by the nemies of the homan race-(Obeers). Our own course is clear. There must be the closest co-ordination in the plane and operationa of the Allies and complete organisation and concentration bere in Lat there be no jarring voice or party moses, men sud woman, cross-currents and no personal or sections! distraction."--(Cheers). Mr. Bonar Law esid that Mr. Arquith's speech was the best testimony of the unity of the country. More and more shipping was coming under the direct control of the Gorera neat. A large num ber of new ships were in the course of construction. He emphasised the fact that this Imperial War Cabinet was not an ordinary Im
India perial Conference of representatives of the Dominions.
Cabinet A a member continuonely would sit
with which sbe Was epecially question concerned. That was an immense step forward, hat the part played by the Dominions in the war justified it.

The Con- ference would disca-s all questions of common interest relating to the war. There would be ze bard sad fast`lian followed. From our own experience sad that of the Dominion Premiers be was certain they would do everything in their power to prevent any interfereces in the essential task of the successful prosecation of the
WET.
Mr. Boner Law proceeded to refer to the war situation. The Navy had done, and was still doing, all that was expected of it. Without the Navy it would be impossible for the Allies to win the war(Cheera). The best brains of the country were devising now expedients to meet enhma inirm. He believed the experience of the similar threat in 1915 would be repeated. Germany could not defest this country in this manner(Cheers). The over-ranging of Ramanis was a moral and political disaster, but not a military mucoase for Germany, whoes «dvance had been stopped. on the Serath. The situation in Mesopotamia had been completely zetrieved.
Mt. Boner Law concluded by saying that the conquest of East Africa was approaching completion, while the Anglo-French had established complete moral sec-ndancy on the Western front, where it was certain that better resalta than hitherto might be hoped for. (Cheers).
Speeches in the House of Lords.
London, February 8.
In the House of Lords, Lord Stanhope, moving the Address in reply to the Speech from the Throne, said a silver lining to our cloud of unpreparedness at the outbreak of the war was to be found in the ready support coming from all parts of the Empire.
Lord Crewe said it was irrefutable that our superiority in the West, which had become marked in July, 1916, had become enhanced as the months proceeded, and we were justified in anticipating the most sanguine operations in the spring.
Lord Ourson was of the opinion that other neutrals would follow America's example-others would if they could.
The motion was agreed to.
GERMANY'S THREAT.
Spirited Brazilian Protests.
London, February 7. Renter's correspondent at Rio de Janeiro states that it is officially Announced that Brazil's reply to the German announcement of unrestricted submarine warfare has been dispatched to Berlin.
It protests that the German blockade violatos International Law, and, if affective, would close the entire high seas, which is not permissible. It also protests, in anticipation, against any injury to Brasilisa marchantmen, for which it would hold Germany responsible.
THE ITALIAN NAVAL COMMAND.
London, February 7. Reuter's correspondent at Rome says that the Duke d'Abrazzi has been relieved of the Command of the Fiset, at his own request, for ressons of health.
Vice Admiral Thaon Direval, Chief of the Naval Siaff, ruscosda him.
