(Minutes.) M. Wodehouse left this country as Interpreter in February 1867 with a salary of £200 per annum; in July 1869 he passed his Examination in Chinese and his salary became £400; in July 1871 his salary was raised under his agreement to £500, and according to the same agreement after 3 years he will be considered for promotion to the higher Offices in the Consular Service at present. I see that on this ground he has no claim to increase.

It is appointing Superintendent of the Chinese Contingent of the Police was not reported by Sir R. Macdowell at the time, and it has only lately turned up. Some partially returns, from which it appears ........ .......
