PUBLIC SERVICES OF INDIA,

Report of the Royal Commission.

London; January 26.

"The Times," commenting on the report of the Royal Commission on the Public Services of India says the Indian · Sarp Commission bas obviously done work with quite excepticuial care and thoroughness. The fact that every member save one signed the report testifies to Lord Izling ton's discreet moderation and influence. It will not be sur prising if the report at the outset fails to please everybody concerned but reflection and detailed examination will un- doubtedly modify the first impression on both sides. If the report is destined, as we believe, to bring greater content- ment and wider experience without endangering the main structure of Indian Administration, then we are willing to welcome it as a prudent measure of reform.

"The Times" says the Indian Public Services report is marked by knowledge, judgment and restraint, and steers the middle course between the extreme aspirations of In dians for a larger share in the executive administration and the desire of British civil servants supported by a prepond erating public sentiment in Grest Britain, to the effect that the power of authority vested in them should not be seriously curtailed. The rejection of the proposal for simultaneous examinations in India and England will be a cause of heartburning but is ratirely sound. It fears that the reser- vation of forly districts and sessions judicial posts for mem- bors of the Indian Bar may still further disincline the British civil servants from electing to go to the already weak judicial side. It considers that the recommendation to lower the age limit for competitive examination a de- sirable return to the custom of the greater part of the last century.

"The Times" is of opinion that the privilege of receiving an extra pension of £200 yearly should be accorded service members of the Viceroy's, Executive Council. The present system of sending a man to the Council first and to govern

a province afterwards is wrong and ought to be reversed.

It is one of the causes of the weakness of the Raj.

It approves of the proposal to form separate branches of the Education Department for administrative and collegiate work, but disapproves of the suggestion that Indians should be trained for forest service at the Dehradun, on the ground that it will be long before Dehradun can furnish the equivalent to European training in scientific forestry. It considers that the section dealing with private practice on the civil -side of the Indian Medical service is unconvincing and sug- gests that the European private practitioners should be encouraged to settle in the larger European communities and not be obstructed as at present.

It approves of the scheme aiming at eventually recruit it in scientific and technical services almost exclusively in India and says that when some of the more acute intellects of India turn from politics and philosophy to science they may astonish the western world. It concludes by warning that the recommendation should not he judged in expecta- tion that it will make immediately for the more efficient government of India. The Briton, owing to his up-bringing, is inevitably a, better administrator than the Indian but one of our cardinal principles in the great trusteeship of the British Empire has always been to recognise and develop public opinion and a sense of responsibility in those races which are capable of development. In the case of India, more than any other dependency, it is often the truest wisdom to paraue this purpose, by practical experiment even at a certain sacrifice of immediate efficiency,

DEVELOPING THE EMPIRE'S RESOURCES.

London, January 27, Reuter learns that an Empire Resources Development Committen under the chairmanship of Sir L. Starr Jameson is being formed to promote the development by the State of the Empire's resources with a view to assisting in the payment of the War Debt, The Committee includes Lord Selburne, Earl Grey, Jard-Jelington, Mr. R., Kipling, Mr. Moreton Frewen, M.P., Mr. Hodge, the Labour Minister, Sir Horace Plunkett, Mr. Arthur Lawley, Mr. Wilson Fox, and Mr. Henry Birchenough.

The Committee advocates, firstly, the conservation for the benefit of the Empire of such national resources as are or may come under the ownership or control of the Imperial, Dominious or Indian Governments: secondly, the develop- ment of selected resources of the Empire under conditions giving the State an adequate share of the proceeds and, thirdly, the subsequent appointment of a Board to carry out these objects.

It is understood that the scheme is largely based on the suggestions made in articles which appeared in "The Times" on September 28 and 23, written by Mr. Wilson Fox.

MORE AGRICULTURAL ORGANISATION.

London, January 27. It is officially announced that a Committer of representative agriculturista las been appointed to advise the Board of Agriculture in connection with the increased production of food. A special department will deal with the latter question, co-ordinate the work of the County Committes and serve as a clearing:house, meeting requests for labour, fertilisers, etc.

The farmers are making increased efforts in relation to the harvest of 1917 and plans are being prepared for increased production in 1918..

HEAVY FIGHTING IN MESOPOTAMIA.

London, Japuary 26. ́- A. Mesopotamia official statement says that by a deter mined assault under cover of an intense bombardment, we seized and consolidated 1,100 yards of first-line trenches on the right bank of the Tigris, south-west of Kut-al-Amara and also a considerable length of the second-line.

ON THE WESTERN FRONT.

London, January 27, Field Marshal Sir Douglas Haig reports:-We carried out raida cast of Loos, "and north-eat of Varmelles, taking prisoners. A number of dugouts were destroyed.

A French communique states :---Fresh reports show that the enemy's attack on the left bank of the Meuse yester day was particularly violent.

Several German regiments participated in hand to hand fighting.

At some points we counter-attacked this morning and retook the region of Hill 304 and the greater portion of the elements within which the enemy had penetrated.

There was a fairly lively artillery struggle on the right bank of the Meuse in the region of Bezonvaux, Louvement and Woevre sectors and at Begaiville and Veho.

London, January 27.

A correspondent in Paris, referring to the growing activity on the Western front, says enemy raids have been mainly directed on three points-Lassingy, which is Dearest to Paris, Alsace and Verdun. Raids on both sides will probably become more numerous and more vigorous in preparation for a big offensive in the next two months.

The frozen stillness of the air and the high visibility have led to great serial activity and the remaption of sys- tematic destructive bombardments.

THE RAID ON THE SUFFOLK COAST.

London, January 27,

The Times" naval expert, commenting on the doubt as to the identity of the bombarder of the Suffolk coast, says that submarines have twice shelled the English coast, and a repetition of the futile protecding is evidently made with the idea of keeping up a belief in Germany that the command of the North Sea is still in dispute,

ADVENTURES OF A DANISH STEAMER.

Copenhagen, January 27,

The crew of the torpedoed Danish steamer Gerda tosti- fied at the Maritime Court that the Gerda with a prize crew aboard sank three steamers in two days in the Bay of Biscay under cover of the Danish flag. When waler gave out they put in to the Bay of Finnisterre with a sub- marine.
