Rio de Janeiro, January 18.

The German raider is undoubtedly the Moewe. It is believed that she left Kiel under the Danish flag, with a cargo of hay heapud run ber deck to conceal her torpedo tubes. She carried minelaying apparatus, telescopic funnels and many supplementary plates for the purpose of changing the appearance of the deck. When last seen she was painted black; Probably the painting was often changed, as traçes of the Danish colours were noticeable beneath the last coat,

The Minister of Marine, interviewed, said that the Hud- son Maru would not be interned at Pernambuco, but would remain there as a German prize, the Brazilian authorities ► considering her a German ship.

London, January 20.

A German official announcement states:-The British steamer Yarrowdale was brought into harbour on 31st. Dec- amber as a prize, with nineteen comprising the prize crew and 409 of the crews of ships captured in the Atlantic, who wers put aboard. Three hundred neutrals are among the crews and they have beca detained as prisoners because they were employed on enemy vessels.

The message continues:-The cargoes of the vessels captured by the auxiliary cruiser in the Atlantic included 8,000 tone of wheat, 2,000 tons of four and 1,000 horses.

The Yarrowdale's cargo included 11 motor lorries, 6,300 cases of rifle cartridges, 30,000 reels of barbed wire, 3,300 tons of steel bars, much meat, bacon and sausages."

Pernambuco, January 20. The raider slapped the Dramatist on December 18, breaking out the Germen ensign as she came alongside. Simultaneously the side of the raider dropped, revealing two guns,

The Dramatist surrendered and a party of armed Germans boarded her and took off the crew, subsequently transferring them to the Hudson Maru together with 210 others. The Hudson Maru followed the raider until January 12 and when any vessel was sighted the crews were driven below and the watertight doors were closed, the best being

The sanitation was inadequate and the Food consisted of a wretched ounce of meat daily.

Washington. Janger- 20.

A German Admiralty statement indicatos that the neu- trals in the crews captured by the German raider have been removed as prisoners of war.

This raises another issue between the United States and Germany. If Americans are included therein, it in maintained that the men could be considered war prisoners only if the vessels were considered war TROSCI.

GS

The Department of State has held the view throughout that a vessel could not be classed as a warship unless under navel orders, flying a naval flag and manned by a naval crew.
