Not by Taxation.
Mr. George E. Roberts, former- ly director of the Ucited States | mint, says that the huge national -debts being piled up by Euro- pean b:lligerente will act be paid by oppressive taxation or by stifling ecocomies that tend to "lower the vitality and productiva powers of the people. "The in- debtedness of all the warring, countries," he says, “ia mainly to their own people, and the capital; which is transferred by taxation to the bolders of Government bonds will remain available for investment in industry, for the employment of labeur and for carrying on the business of the country."

They show a state of mind which (if permitt ed to indulge itself) is not less perilous to the community them recognised insanity.
