Cable Rates Between Japari and China. Kobe, Dec. 30.-The Depart ment of Communications. KD- nounces the reduction of cable rates between Japan and China on and after January 1, 1917; an the result of a rearrangement with the telegraph companies concerned. According to the re |vised raise, a reduction of about 20 par cant. is to be ́ffected on the existing rates. Thus a message |to Shanghai, Amoy, and Foochow will in falurs cost 30 sen per word, while the cost of a tale- gram to the interior of China will be 50 sen per word. As regards messages to and from Shanghai, the reduced rate will be ap plicable only in respect of Japan- eso telegrams.

An Exchanged Prisoner. The Timce of November 24 brings news of the fact that Mr. Harold MacNeal, formerly' aport ing editor of the Mando Daily Bulletin, and later lieutenant in the Royal Field Artillery, has just been exchanged as a prisioner of war, and is now once again in Er gland. The article states that Lieutenant MacNeil was taken prisoner in Tarkestan, and it is presumed by his looat friends that he was among the defenders of Kat-el-Amara, As it in general-- {ly understood that the belligerents are not exchanging prisoners capable of again bearing arms in the present straggle, it is feared that Mr. MacNeal was wounded or that he has suffered severs illness since his capture,
