It begins by stigmatis- ing the proposal as illusory and protests strongly against the two material suggestions of it, namely the professing to throw on the Allies the responsibility for the war and proclaiming victory for the Central Powers. Both assertions are untrue and such claims alone are suficient to render sterile all attempts at pegotiation. The Allies are as strongly devoted to peace to-day as they wore in 1914, but after Germany's violation of solemn cogagementa, Germany's promise is not a sufficient foundation on which to establish the peace she broke The mere suggestion without a state' meet in terms that negotiations should be opened is not a pesos.offer and Germany's putting forward a sham pro- posal lacking all substance and precision is less a peace offer than a manœuvre. It is founded on a calculated mis- interpretation of the character of the struggle past, present and future.

THE INDIAN STUDENT PROBLEM.

London, December 29. The Report of the Indian Students' Department, for the year ending June 30, myi that on the whole ths record of work done event under the restricted opportunities of war time, is encouraging to those responsible therefor;` ́and. the growing tone of cordiality and friendliness among Indien students in Great Britain is unmistakeable. If may be said that the influence which made the misunderstandings have diminished, and that the real objects of the Department are better appreciated and that commonsense and good humour prevailed. It concludes by stating that it may well be that the only permanent solution of the student problem. lies in the building up in India of universities, industries and institutions adequate to give all her sons all the training they require; but that day is yet far of. Meantime, it may fairly be said that there is now no serious difficulty for Indian studente in England which cannot be overcome by perseverance and encouragement on the part of those who wish to serve them and on the part of students by good conduct and good will.

The Report says that the record of the Indian Advisory.............. Committees, especially that of Bombay, is encouraging, and emphasises the importance of their work. Since it is chiefly in India that the student problem will be solved, so effort should be spared to strengthen the Committees and populariso their labours and make them yearly more representative and more efficient. The Secretaries should be heartily sap- ported by the Provincial Educational Authorities and should be able to rely on the constant help of a small executive of working members, who might well have the co-operation also of one or two representative students chosen from men who have studied in England successfully. It also miggestɛ occa- sional conferences of secretaries and members with ample supplies of information from every centre; and allowances should be made to enable secretaries to travel in their pro- vinces and even to visit England; also the farther utilization of the Indian Press to explain the objects of the Committees and secure the co-operation of the leaders of Indian opinion,
