Certain arrangements for boats were originally contemplated.
From the history given in four dispatches, it is evident that there have been very great omissions and negligence on the part of the late Governors.
The Executive Council in approving a plan which failed to carry out the recommendations of the special Committee, were not in compliance with the Ordinance of 1871, that the plans and specifications should be approved by the Governor in Council.
Notwithstanding this provision, Dr. A. MacDonnell and the Government were ignorant of the main issues. The Company proceeded without, so far as can be gathered, taking ordinary and common precautions in examining whether the flash should be carried out.
I cannot but doubt that there have been very great omissions. The Executive Council in approving a plan which failed to carry out the recommendations of the special Committee, were not in compliance with the view to secure compliance with these recommendations.
It appears that a provision was made in Ordinance No. 11 of 1871 that the plans and specifications should be approved by the Governor in Council, but notwithstanding this provision, Dr. A. MacDonnell and the Government have been blamed for not complying with it.
In January, it was also apparent that the Company had proceeded without taking ordinary precautions.
