THE POLITICAL BREACH.

It is officially stated that Mr. Asquith, with a view to the most effective prosecution of the war, has decided to advise the King to consent to a reconstruction of the Gov- ernment,

The Proposed War Council.

December 4, 5.55 am. There is a somewhat easier feeling to-day in the poli tical situation.

From the conflicting statements of the newspapers the fact emerges that there have been no resign- ations, though some have been threatened, while the estab lishment of a small War Council, variously estimated as consisting of three or four members, probably including Bir Edward Carson, ix regarded as settled.

זי

The crux of the position is whether Mr. Asquith is to retain the Premiership.

There was much conferring of Ministers yesterday. The "Times" and "Daily Mail" assert that they resulted in a deadlock, as Mr. Lloyd George is determined to fight for & Council consisting of himself, Mr. Bonar Law, Sir Edward Carson and a Labourite, while Mr. Asquith insisted on the retention of Mr. Balfour instead of Sir Edward Carson, and objected to conferring on the Council unrestricted power.

Both journals add that a meeting of Unionist ministers was held yesterday morning supported Mr. Lloyd George. The meet ing was not attended by Mr. Balfour or Lord Lansdowne. The former is ill in bed.
