a course that will be in plain, direct violation of the arrangement made by it with the Committee of the Legislative Council and

a breach of the spirit of the Ordinance itself. We trust however that His Excellency the Governor will prevent

plain a violation of public justice
and at the same time so distinct a breach of compact from being perpetrated.
