saying that it was only on this express understanding that the Ordinance was passed, and that the Pier Company fully acquiesced in that understanding there can really be no question.
It now appears however on such that although it was on these terms the Ordinance passed the Legislative Council and was approved of by the Lieutenant-Governor, a plan of the intended Pier has been since approved by Sir Richard Graves MacDonnell which provides accommodation for the public other than that which was unquestionably contemplated.
The fact is thus ... explained. Shortly after the arrival to the Colony of Sir Richard Graves MacDonnell the plan in question was submitted to him and by him hurriedly approved of without his apparently having given the matter any very full consideration. This plan is equally faulty with the original one to which both the public and the Committee of the Legislative Council objected.
