no provision could be made for the passage through the Pier of boats with masts. That if the Pier were constructed on a line with the Prayer and with no higher elevation than the level of the Pier, such openings would be practically useless. That the necessities of the public required five openings at least six feet in width and 10 feet high, high water level.

One of the amendments in the Draft Ordinance referred to in the Report of the Committee was the insertion of Clause 3 which provides that the Pier should be constructed in accordance with plans and specifications to be approved of by the Governor in Council. The object of that amendment was to ensure that ample accommodation should be provided for the public as recommended by the Committee. His Excellency the Lieutenant-Governor, who at that time acted as Governor in the absence from the Colony of Sir Richard Graves MacDonnell, fully concurred in the views of the Committee.
