The Harbor, its inlets, and numerous small islands in the immediate neighborhood of this Colony afford peculiar temptation, and facilities for the practice of Piracy, and I share the belief of Officers of long experience here that the occasional presence of a British Gun boat would have a moral effect, and avert the possibility of a recurrence of the evil which my Predecessor took so much pains to suppress.
