Chlan's Need of a Lean. Peking, Sept. 14.-The Cabinet to-day considers the question of raising a foreign loan. It is under- stood that the Minister of Finance. Dr. Chen Chin-tao, bas already informally interviewed one of the representatives of the Group Banke; but the Group has not yet been formally approrched. It is stated that the Government st present require $80,000,000, of which, according to the veras- calar papara, thirty millions will be used to reatore the Bank of Obina and the Bank of Com- munication; twenty millions to
meet palatanding military ex- penditure and the remaining thirty millions to meet the deficit on administrative expenditure.
