call being made on the Special Fund, the state of which I have reported in my Despatch 1278 of this date. The outlay is essentially one for the improvement of the Police Force generally, and I have every reason to believe that such an expenditure from that Fund will be plainly within Your Lordship's instructions.

Indeed, were it not so, I should have hesitated in applying for Your Lordship's permission to incur the proposed expense, as the Revenue will not be more than sufficient to meet several pressing Colonial wants.

However, until the Estimated closing year are completed, I am not yet in a position to write more fully on this subject.
