THE BALKAN SITUATION."

Conflicting Stories.

[Renter's Servios to The "Telegraph.”] .

September 18, 6.20 a.m.

The situation at Dobrudja is confusing. The only de- faite information as to the alleged enemy victory comsa from Bulgarian` sources, claiming the capture of £2,000 Russo-Rumanians; but the dates are conflicting and the total obviously includes the garrison at Turtukai,

The truch appears to be that the Russo-Bumauians were forced back.

It is noteworthy that the German communique does not give details of the victory, but merely says that the pursuit continues. Indeed, a Rotterdam telegram describes Berlin as plunged in depression as the result of the official failure to confirm the Kaiser's boast of victory. It says that there is growing bitterness against the Kaiser, who is believed, deliberately to have misled his subjects, with a view to diverting attention from the Somme, where the Germans had been taught to believe that the positions, captured by the British, were impregnable.

The Fighting at Dobrudje..

September 18, 6,20 a m. Reuter's correspondent at Odessa states that a Ser- bian division in the early fighting at Dobrudja repulsed eighteen attacks by Germans and Bulgarians. They routed with the bayonet German cavalry who tried to take the Serbians in the rear, after three hours close quarters, fight- ing. The enemy lost approximately 5,000.

The idea of the play in stated to have been conceived by In- |spec'or Tomioko, of the Hinami police-station, and his iden has been properly dramatised. Tha police officer naturally feelspread of the success of a play conec ived by himself and a number of policemen in plain clothes are detailed outside the theatre avery night to follow some of the audience as they leave in order to eas the effects of the play on them.
