A Word to the Grumblers, A writer in the New York Times calls attention to a fact that has been lost sight of by many people who have been complain- ing about the inability of the market to rise while it is taking hack millions of securities from abroad. It in that all the divid- end and interest cheques which ased to go to the foreign owners of these securities will now be paid in America. The money which used to go to the swelling of the invisible trade balance will accumulate in the United States, forming itself a very considerable reinvestment fand to aid in the purchase of other foreign-held securities.

The French Minister AtTM Peking has jast caroladed his negotiation with the Waichiapu for per mission to engage 1,000 workmen. at Shanghai who will be sent to France to work in factories, As there could be no objection to the | employment of Chinese in indus- trial enterprises, the Obineso Government has readily given itm consent, only stipulating that no force should be used in any way and only those whose voluntarily for their services should be engaged.
