GENERAL NEWS.
Why a German Paper was Suspended.
The Hague, Ang. 4-The Bot berdam Wieuwe Courant says that the Berlim Tageblatt was wappro- sed because it stated that unless Germany could keep possession of the sea coast of Fianders she would have lost the war. Against this Herr Thedor Wolff protested vigorously, saying that the writer was indulging in day-dreams.— Exchange.
Sir A. Conan Doyle's Prophecy," Bir Arthur Conan Doyle, speak- îng in the City last month, said while perhaps only a Okbinet Minister or an idiot would wenta e a definite opinion as to when the war would end, he personally thought that the drain caused by it had been so great that it could not possibly iset much longer, and probably when they met 12| months bence the struggle, which had been a great tester of nations, men, and business,' would have come to end.
Against Moogol Brigands.
The Chinese Government has decided to organies three Armies to carry out a punitive expedition against the Mongolian brigande. The first Army will be composed of the 20th and the 3rd Division with Makden as the Headquar- sera, the wecond in to consist of the lat, the 12th and the 13th Divisions with Kalgan as head- quarters, and the third Army will be constituted by the sixth brigade of the Shenai army baving Tatung ze its base.
An American Wias French War Cross
Dongles Mecmonagle, of Ban Francisco, 8 graduate of the University of Californis, and now member of the American Am- balance Field Service in France, has been decorated with the War Cross. The general commanding the 18th Division, in his citation of the American's services writes: "Although a bomb burst in the midat of his ambalance section, Mr. Macmonagle remained calmly at work and succeeded in carrying. sway three seriously wounded men while a terrific bombardment continned."
Safe Combinations and the New York Explosions. One of the serioue results of the series of terrific explosions which rocked New York and Brooklyn on July 30, was the difficulty in opening of vaults and safes for business. As all of the great | vaults in the financial district, which suffered heavily by the detonations, and in the jewellery district around Maiden Lane kold- ing billions in gold, securities and precious stones, are equipped with time locks, nothing could be done on July 30, and it was foured the force of the blasts had dieer- ranged the combinations.

Rumania's Standing Army, In connection with the Ruma Disa Army, it is curious now to - rccall that in 1874 Moltke advised that Rumanis had no need of a large standing army. A pesso strength of 10,000 men, to be increased in war to 25,000, would be ample, he considered, since the army's only tank would be to maintain order at home. He congratulated Rumanin upon her fortune in being spared the neces nity of spending upon military sitäblishments the huge samE that could find better use. "How happy should we be," said the great Prussian, "if we were not
rood to keep up so large an army, and could employ the hun. dreds of millions for other par- poses!"-Daily Chronicle.
