Again, irregularities of quite as serious a nature have occurred without being brought to the notice of the Government. I shall mention one which I regard as of a more serious nature and which has never, I think, been officially reported.
It is that Mr. Creagh, Deputy Superintendent, gave certain orders to the Sikh Police Force. They have authorized a Sikh Sergeant to collect certain amounts from them, bringing their full amount of pay for the number of days they were on leave, and this was done without the knowledge of the Superintendent, and the sums so collected were never accounted for to Government.
This was brought to Mr. Drummond's notice by myself, as I was informed that the Sergeant who had to collect the money was about to leave the Force.
I hope your Lordship will take into consideration my length of Service (eight and a half years) and the character that I have borne during that time, on the occasion of my removal from the Service.

(a). Think it was this difficulty that arose years ago, and the consequence of observing three Pay Sheets were made for separate Stations and Districts, and attested by different Officers. "Absurdity" no longer exists, with the sole exception of payments to Hospital, which are given to the Sergeant Major.
(b). The payments are made in the presence of the Paymaster. The Pay is all that is required for his attestation.
