Law relating to Murder

"Whosoever shall incite, procure, or endeavour to persuade any person, whether he be a subject of the Queen or not, whether he be within the Queen's dominions or not, to murder any person, shall be guilty of a Misdemeanour, and being convicted thereof, shall be liable at the discretion of the Court, to be imprisoned with or without hard labour for any term not more than ten years nor less than two years.
