I am directed by the Secretary of State for the Colonies to transmit to you the accompanying transcript of an Ordinance passed by the Legislature of Hong Kong, No 9 of 1872, entitled "An Ordinance for the prevention of the carriage of dangerous Goods on board Foreign Ships without due notice"

I am desired to request that you will move Lord Granville to signify to this Department his opinion, whether this Ordinance may properly be allowed to remain in operation.

As this Ordinance affects foreign shipping, Lord Kimberley desires Lord Granville's concurrence before conveying Her Majesty's approval to the confirmation of this enactment.
