Ordinance

has therefore been recognized by Parliament; and

its desirability received remarkable

illustration in a case

which

was officially reported to me a

short time ago

where

a Chinaman

had fraudulently shipped on board

one

of

the French

Messageries Maritimes mail

Steam boats

oil,

a case of petroleum

labelled as Clocks.

I am of opinion that this

Ordinance is one

which

is

fitted for the sanction

of the Crown.
