to Foreign Ships when within
the limits of
by
the United Kingdom
the 38th Section of
the Merchant Shipping Act Amendment Act
1862.
The principle of the
Ordinance
has therefore been recognized by Parliament; and
its desirability received remarkable
illustration in a case
which
was officially reported to me a
short time ago
where
a Chinaman
had fraudulently shipped on board
one
of
the French
Messageries Maritimes mail
Steam boats
oil,
a case of petroleum
labelled as Clocks.
I am of opinion that this
Ordinance is one
which
is
fitted for the sanction
of the Crown.
