The Chimney Ordinance, which took place among the Community, is without a compulsory clause; this portion of the Ordinance would, therefore, in all probability remain a dead letter.

The machinery provided for carrying the Ordinance into effect is singularly simple. The Registrar General of the Colony is made the chief Registrar, and in the Villages and outlying districts the Inspectors of Police or their Officers having charge of the Station become Registrars. There is every reason to suppose this plan will prove efficient.

I am of opinion that this Ordinance is to receive the sanction of The Crown.
