It would seem that the War Trade Department are getting very strict with regard to the granting of licences. One firm of shipowners recently had a consign- ment of 60 tins of Japanese mats for conveyance to Holland. In the past no licence has been needed for such cargo, but now, after being in craft for some daya, the man in question have been stopped, pending the granting of
