In Lord Granville's Despatch,
No. 8 of the 29th January 1870, addressed to my Predecessor, I find that a report is called for as to how far the Mauritius system of having a special Officer, styled "Controller and Auditor General" to check and audit the accounts of the Colony, has been followed in Hongkong, and whether it would be advisable to adopt it here.
