With respect to the details of the estimates now submitted, I have in previous despatches expressed my opinion as to the salary of the Assistant Surgeon General, and the grants in aid of certain Ecclesiastical Buildings, and grants to the widows of certain Public Officers.
Of the votes included under the Heading Works & Buildings, and Roads Levels & Bridges, several appear to be cases of ordinary repairs, in which the amount originally voted was much exceeded; $200 for a new roof to Govt House has been incurred, though it appears to be a work of some importance, detailed estimates of which ought to have been furnished. I will not withhold my sanction to any of these latter items, but I should wish to receive some further explanations with regard to them.
As these supplementary Estimates are not printed until after the close of the year, there should be set forth in them any excess of departure from the detailed provisions in the original Estimates, whether the total charge for the department has exceeded the total amount appropriated or not, all additions to establishments being carefully distinguished from other charges for services established or otherwise.
