Exchange, from the fact that the three steamship companies that have been operating five stesmere regularly between the former German port and Japan, have mutually agreed to reduce the service to three stemmers only. On this line the Nippon Yusen Kaisha have been running the Sabio Mara, and the. Osska Shosen Esisha bave had the Amakuss Maru and the Taihokn Mara, and Messrs. Harada & Co. have also been running, SWO steamers, the Heissi Mara and the Satsuma Mara. The Tsingtao trade, however, has fallen far short of expectations, and there has always been a considerable excess hold space, which has made the route à poor commercial asset. A Manila Freight Matter. In a final decision in a case that has been under discussion for more than a year, the Manila Board of Public Utilities commis». sioners bas issued an order in which it is stated that the Taba- calera and Yachamati and Leave Hongkong companies.cannot, under premat for Australia. conditions, be compelled to charge the freight rate charged on second group and lower groups lumber from Aparri to Manila on steamers en-operated by those firms. The Bosed first asked the companies concerned, complains against whose rates were filed by Mr. G. Willsfor in representation of Aparri lumber shippers, to furnish a complete and fall statement of operating expense for each vessel on the run in question, but this the companies refused to do, The Board, in turn, refused to abate its stand and issued a sub- sequent order calling for addition- al information. dismissed when the companies Tolunteered to faruish the date required. From a study of the figures submitted, says the Hanila Bulletin, it was found by the Board that the rate charged on the groups of lumber in question was such as to prohibit their shipment, but it was also decided that, in view of the poor landing and lading facilities at the I ber ports, the rate was not exos”. bitant from the point of view of the shipper. On this account it was decided that nothing could" justly be done at this time to compel the companies to change? their rate, and the decision isan-
