al information published by the Bureau of Foreign and D mastic Commerce is apparent when it is realized that the exper. trade of: the country now exceeds $3,000, 000,000 annually and is rapidly increasing. With practically all commodities participating in that growth, interest in commerci I procedure is widespread and to meet the demand for authorits- tive instructions regarding the new requirements in export trade, the main features of Treasury de- cision No. 35708 containing the regulvi, ne o that subject have been summarized as follow: -1. A simplified form of shipper's export declaration has been pre relephone No. scribed, slike for exports by rail and by vessel, It is also drawn up as to prevent the disclosure of the value of goods to perMOTN outside the customs service. The duplicate to be handed over to the shipper's agent at the sea- board or to the common carrier as proof of compliance with customs requirements will contain no statement of value. 2. The cath to shipper's declarations for export by water may be taken before say person au thorized to adminster paths and not as hereto fore exclusively before the Collector of Castoms at that port of exportation. This! will facilitate the preparation of export declaration by the original shipper instead of by his agent at the sex-board who is less cognizant of he character and vaina of the merchandise and the country of final destination. Manufacturers themselves are: urged to make out the export declarations, whareever pra ti- eable, to assist in which work the Burena of Foreign and Domestio Commerce cheerfully supplies to those interested Sa edale B con- taining the oficial classification

of all merchandise entering ex- port izade. 3. The require Ciments on the part of commɛən carriers have been somewhat simplified, and bereafter copies of the way bills will be accepted. from the railroad companies in liez

of car

manifeste. la Tessel man feets a notation that the values are as stated on the shipper's declarations will be accepted in lieu of a detailed afstament of the value of each shipment. 4 On and after January 1, 1916, the legal require- sment that goods shall not pass out of the jurisdimion of the United States until shipper's declarations are presented in das form will be strictly enforced. Exception will be made only when the camier-gives bond to produce, within 15 days, export declarations (originals or dupli- cates) for all shipments.
