sufficient or probable explanation of his conduct.

"This Council then remarks that Mr Dimm's statement and explanations indicate habits of carelessness, forgetfulness, and irregularity, which,

in the Council's opinion, incapacitate him from holding any Office of trust or responsibility. However, at present, he would invite the Council to hear Mr Quin['s]

"defence regarding the 3rd and 4th points.

"W. Quin, who is in attendance, is called in, and the following charges are read to him:-

"(1). That you failed to pay to Mahomet Tha, P. C. 447, the Conduct Allowance of £2.40 per mensem for September, October, November and December 1871, and January 1872,- The Vouchers shewing your signature witnessing the payments of the said sums, and the receipts purporting to be signed by Mahomet Tha for the said sums.
