6. The Council had no hesitation in coming to the conclusion that Mr Quin ought to be suspended; and I have, therefore, suspended him from the further exercise of his functions, and have ordered the payment of his Salary to be stopped.

As far as extenuating circumstances urged in Mr Quin's favour, I am aware there are none; but on the contrary it is unfortunately known that he is in pecuniary difficulties which, apart from this case, would sooner or later have affected his position in the Service.
