From the evidence taken it will be observed that for five succeeding months Mr Quin failed to pay to Mahomed Sha, Police Constable, a good conduct allowance of $2.50 per mensem, and that he returned the Vouchers with marks opposite the Constable's name purporting to be the signatures of the Constable, verified by his own signature witnessing the payment and receipt of the aforesaid money.

Further, it appears that Mr Quin having received from the Captain Superintendent a sum of $60 which was to be paid to a Chinese Sergeant as a gratuity, failed to pay them $15 of that amount, though he returned the Voucher with his own signature as witnessing the payment and receipt of the full sum.

Mr. Quin's defence practically resolved itself into an admission of the charges brought against him, the gravity of which he hardly appeared to apprehend. It was needless, therefore, to...
