A report on the case of Mr. Francis Alfred Quin, Paymaster of the Police Force, and which have led to his suspension pending reference to Your Lordship.

On June 3rd, in reply to some queries from the Audit Office, there was grave reason for believing that not only had Mr. Quin been guilty of serious irregularities and gross carelessness in the manner in which he had performed his duties, but that he had misappropriated money received by him for distribution to Members of the Force.
3. The explanations, which he gave in the first instance, were plainly admissions of guilt. However, in accordance with the Regulations, I framed certain charges which dealt with his more serious offences, and caused him to be called upon for further explanations, if indeed it was possible that any could be made. Your Lordship will be able to judge how entirely unsatisfactory are the explanations, which I received. They were of such a nature that there was no other course open to me but to bring Mr. Quin before the Executive Council.
