Late on Saturday Evening the 20th July, I received the enclosed communication from His Majesty the King of Cambodia dated on the same day, appointing "Grand Officer de l'Ordre Royal du Cambodge," and similar documents appointing the General Commanding the Troops, respective Aides-de-Camp, Commodore Shortt, and the Acting Colonial Secretary to different grades of the Order, came enclosed to me with the same letter.

His Majesty sailed from Hong Kong in the French Despatch Boat Bourayne early the following morning without affording me any opportunity for reply.

Some time must elapse before I can communicate with His Majesty, who has gone Northward to visit various Ports, and I think it best to await Your Lordship's instructions before doing so.
