Your Lordship will observe that the Commission issued on the 29th December 1871, and the Report reached my hands on the 19th July 1872.

I propose to lay this Report before the Legislative Council at its next Meeting.

The subject requires careful consideration, and varied enquiry, so I shall probably complicate already difficult questions by offering such comments as occur to me at present. It will be more convenient to submit my opinions together with my suggestions for Your Lordship's consideration when I have had sufficient time to mature them.

In the meantime, it will be satisfactory to Your Lordship to know that law and order are fairly maintained, and that the number and character of cases of crime brought before the Court at the last two sittings have been trivial.
