THE BUDGET FOR 1916.

November 14, 5.30 a.m. Beater's Petrograd correspondent reports that the Russian Minister of Finance, in the preamble to the Budget for 1916, estimates that the general deficit will be about 327 million roubles, which will be covered by credit operations. New source of revenue are necessary, chiefly direct taxation ino'uding graduated income tax, an increase in the land tax, especially in Turkestan and an in- direct taxation of electric power, dry goods, molasses and powder, The Minister points out the dimoalties of the tea and match mono- polies, which were recently a subjsot of discussion. He estimates that the expense of war to the end of 1916 will be eight thousand million roubles and says that Bussis, however serious the situation and great the snorifices, will overcome all trials,

GERMANY'S LATEST LUDICROUS PROPAGANDA.

November 13, 1.00 p.m. According to Reuter's Petrograd correspondent, a Teheran tele gram states that, while preparing for a hasty departure, the Turka and Germans have been carrying on a deeperate propaganda, spreading all sorts of ridiculous stories about the condition in India, the concentration of the German army at Bagdad, the occupation of Constantinople by Germans, and "an impending German march on Indis, Persia etc.!

The Shab and the Government have decided not to leave Telieron at present. The Russian and British Ministers have ́in- limated to the Persian Government their view that negotiations are uselesa, unless accompanied by vigorous measures against this politi- cal propaganda.

Turks and Germans are buying Persian clothes with a view to participating, as Massulmans, in the religions processions of the Moharrem Festival, and to provoking disorders.

November 12, 7.5 p.m. The Liverpool steamer Rhineland, from Middlesbrough, hse been sunk. One man was saved of a crew of twenty-four.

November 13, 4.20 a.m. According to Reuter's correspondent et Rome, the steamer Firenze was submarined on November 9. Ninety-six of the crew and twenty-seven of the passengera were saved. Fifteen of the crew and six paasongars are missing.
