The New York Journal of Com merce quotes some extracts from letters of a Japanese to Mr. Robert Dollar, on the subject of the withdrawal of United States Tassels from the Pacifio, The writer says:

The embarrassing situation oreated by the war promises to be aggravated when the (La Folletto) seaman's law goes into effect in November. In the meantime, Japan will push her Pacifio trade with redoubled energy.

Japan's lap without so much sa asking for it. In subsidising steamship concerns the Japanese Government is fully aware of cartsin evils likely to accom- this method of favouring the pany capitalist class. To the small country that Japan is, however, the question of foreign trade is a question of life and death. With - her natural resources extremely limited she must by all means encourage foreign commerce, The Japanese Government believes that the stimulation of foreign trade and the consequent progress of industry will favourably react apon the condition of their wage" earners. And to encourage foreign trade it is essential that she should have &D adequate merchant marine. So the Covernment has, Bince 1898, been. practising elaborate methods of encouraging navigation and shipbuilding.

In another letter he writes :- It is the irony of fate that this generous subsidy should some- times prove a disadvantage to the steamship companies. For one thing, the Government fixes the maximum freight rate from and to Japan, which cannot be altered even under such extraordinary oiroumstances so has been created by the war. Since the outbreak of the war the ports on both sides of the Pacifio have been so con geated with cargoes that the American steamship companies have raised freight rates. But the subsidised Japanese com- panies are still compelled to carry freight from and to Japan at the same rate as before the war. Thas the subsidy law primarily intend- ed to benefit the Japanese ship ping concerns is incidentally benefiting the American public.

Mr. Robert Dollar remarks that there are two points which stand out prominently. First, that Congress has placed in Japan's lap the golden opportunity with- out so much as their saking for it. The opportunity referred to is the Japanese control of the commerce of the Public. The next point is, that to Japan the question of foreign trade moans life or death. The citizens of the United States are slowly wak ing up to the importance of foreign trade, but Congress has been unable to grasp the situation yet. No doubt, sfter it is too late, and when Japan has got complete control of the commerce of this great ocean, then they will awaken, and attempt to look the btable door after the horse han been stolen. Mr. Dollar ironically suggests that the Emperor of Japan decorate with high honours all those who have made it poas ble for Japan to have such a golden opportunity, and respect. fally submits the names of Senator Robert La Fallate and Audrow Furneath.
