Sir Edward Grey said that Sir Edward Carson's statement must not be given the impression that the Government promised to help Serbia and then vacillated, and thus lont a valuable opportunity. Sir Edward Grey explained his words on the 28th of September were founded on a promise made jointly with the French Government to send a certain number of troops to Balonics for the express purpose of enabling Greece to fulfil her obligations. It ought clearly to be understood there had been no delay in landing troops to aemist Straits, Ceyton, India vis Bombay- For Serbia in the hour of need. He emphatically denied, continued Sir Edward Grey, that through vacillation and besitation help had been laet to Sorbia. A ROYAL MESSAGE TO THE FORCES,
November 3, 10.45 p.m. At Headquarters on the 1st of November His Majesty the King, on the eve of his departure, in a special order of the day said he had been happy once more to be with the armies. It was especially gratifying to see some of the newly created armies, whose growth he had watched from the recruit drill till they were inspeoted on the eve of departure for the front. They had already justified the general conviction of their splendid fighting worth. It is a matter of regret that the accident prevented His Majesty seeing all the troops, but he had seen enough to fill his beart with admiration of their cheerful endurance and dogged determination. It concludes: "Keep the goal in sight and remember it is the final lap that wins." ENEMY DRIVEN INTO SWAMPS AND ANNIHILATED.

A Petrograd communique, atates the enemy unsuccessfully attacked above Friedrichstadt and tried to cross the Dwins in bosts. The Russians, on the night of the 31st of October, rushed the trenches worth-west of Tohartorysk, cap uring a machine gun and 400 Austro-Germans. The enemy was driven into the swampe nesr Komarovo and annihilated. The Russians in Galicia crossed Lake Iobkas and landed during the night opposite the shore, negotiated the wire entanglements, some of which were submerged, and bayonetted the Austro-German defenders. Further successes are reported in the Suypa region, namerous prisonera being captured.
