Majesty a Grammmmit. I have the honour, therefore, to draw Your Lordship's attention to the case of Mr Young, the Surgeon Superintendent of the Government Civil Hospital, with a view to obtaining leave to make such arrangement as will put a stop to a very unsatisfactory state of affairs.
The approval of Mr Young's appointment was conveyed in Your Lordship's Despatch, 119, of 8 January last, and that approval was based on Mr Goring accepting a salary of £300 per annum, in accordance with Your Lordship's decision of the 8th September 1870.
But I think Your Lordship could not have been aware, when fixing the salary of the appointment, that since the passing of Ordinance No... of 1868, the emolument attaching to the receipt of fees under that Ordinance, had raised very considerably the value of the post.
I enclose a copy of the Ordinance to which I have referred, and I beg to draw Your Lordship's attention to Sections VII and VIII. I cannot, of course, give any opinion as to the intention of the Legislature, though if it had been to provide for the payment of Medical fees to professional men not belonging to Her Majesty's Service, nothing could have been more... just and ...
