British Trade in China.
Judging from the Journal it issues, the British Chamber of Commerce in Shanghai is already doing good work by indicating the many ways in which British trade interests in China can be advanced. In the second number the "Need for a Constructive Policy" is discussed in an article in which the writer urgea the
necessity for the better cultiva tion of the China market and the better distribution of British goods.
"If
tbo China market is to expand in the fature," he writes, "it is covential that buyer and seller should be brought more closely together. All modern experience tends to show that the industrial products of our Empire must be taken to the actual consumer in this coun- try, eliminating the middleman and placing the goods at the door -- of the user at the lowest possible price. This has already been dope with anccars in the case of many of our staple products, Karcsine oil, cigarettes, soap, aikelis, sugar and machinery are now delivered to the consumer direct and at a minimum of cost," The writer of the article advocates that piece-goods should be distri buted on the same principle.

Germany's idea of Freedom. What is universally acceptable in German Kultur is what it contains that is not German, but human, what with praiseworthy. docility it has borrowed from the ancients, from Christianity, from the less intentional culture of its modern neighbours. It is avowedly a pro- daot of will, arbitrary, national, atrained; it is not superior, to what other astions possess or may areate, but only different; not advanced, but eccentric. To study it and use it for a atimulus may be profitable in limes and places of spiritual famine or political chaos, but to impose it as normal, [not to say as supreme, would be plain invasion of human liberty and will never be tolerated by free people, who have done more... for the world then the Germans [ever possibly can do.
