September 24, 1.85 p.m. The German papers on Monday suddenly devoted "all their stention to the Balkans. Pages headed "The Offensive Bagina" contained telegrams from Sofis and Salonika which said they had been delayed for a week or a formight and were only now released, These apparently make out a case in advance for Bulgarian mobilisation, alleging that the Sorbians are fortifying their frontier against Bulgaria, and that many. Holgarians have been srrested, in Greece, etc. Apparently the whole of the German press has been instracted to make every effort to compromiss Balgerla.

GREEKS LEAVE ITALY,

September 24, 1.85 p.m. A message from Chiassos states that many Greeks have left Italy for Switzerland in consequence of the Balkan crisis.

NATIONAL REGISTER BILL FAVOURABLY RECEIVED...

September 25, 1.50 p.m. Beater's correspondent at Wellington says that New Zealand has given a favourable reception to the National Register Bill, which has been passed by Parliament in all stages.

The Premier said that it was absolutely necessary to Becertain the country's resources, and that it was the Government'a duty to place every available man in the field. He did not believe in conscription, although he favoured, compulsory national training; bat, in. so emergency, he would not hesitate to adopt compulsory service.

WHY OUR ALLIES ARE OPTIMISTIC.

The optimism in Petrograd during the last two days is not merely due to the official balletins. The successful withdrawal from Vilna certainly ́`straightened the Russian front and strengthened its powers of resistance, but there has been nɔ visible Blackening of the efforts of the Germans, who continue to advance. The Vilas salient was so far advanced, and so strongly threatened by the enemy's deep penetration north and south, that abandonment became the most delicate operation,

There were rumours of disaster to certain units-based, apparently, on the fact that one Cossack regiment was in a tight corner during the retirement; but it extricated itself with character iatio resourcefulness. An infantry regiment was also compelled to fight its way back through the surrounding ftermine; but, it broke through, driving back balf a battalion.

Prisoners say that the Germans, at one point, advanced with the calm assurance that there was nothing to oppose them, after their lavish artillery display. Bat their gars had missed the vital spate, and the Russians, just fully supplied with munitions, lay low till the advancing German masses were close to the outer entangle. ments, Then a storm of artillery, Maxim and rife fire wiped out the Germans. Eight thousand corpees strewed the ground before the Russian positions.

The frot that the Russians, after four months of retreat, could quietly allow overwhelming forces of the enemy to approach within a few hundred yards of their positions is salicient proof of their unbroken morale.

Bat all these reasons are insufficient to account for the afore. mentioned optimism, which is more probably based on the recent great increase in the striking power of Russia's military and naval forces. The successful conclusion, at Moscow, of the congresses of the sematoos and municipalities, and the determination of the workmen to continue their work, have also contributed to the heartening effect on the public.

The Borlia press is constrained to admire the bravery of the Cossacks. A recent instance of their contempt for death is the fight in the Rokitno marshes. Two hundred of them were trapped here; they declined to surrender, and all were killed.
