José Parnardas was appointed to a clerkship in this office on the 18th of August 1858, and that he commenced to receive salary on the 6th day of the following month, and that he has served continuously from that time.
He states, and I believe it to be true, that he was born on the Twentieth day of February, One thousand eight hundred and nineteen, and that therefore he is Fifty-three years and four months old this day; but he has no means of proving this. Considering the causes of his retirement, accurate information on this point may not be looked upon as of paramount importance.
Thirdly, that his conduct has been uniformly good. Fourthly, that the grounds of his retirement are physical and mental inability to perform the duties of his Office, resulting from a paralytic seizure in September 1870.
