of
this
Department, certify
that
from
his
previous history and his
present state of mental and bodily health, they consider him
unfit for active duty.
As reported
in
annual salary
$230
which he has been
receiving for the last 3
years, viz: One thousand nine hundred and
twenty dollars ($1920), and rising to Seven hundred and
thirty
six Dollars per
annum.
In my
letter
of 9th December, 1870, No 72
(Minute of
the 14th December, 1870, No 72
referred to), Mr Barradas' appointment
dates
from
the 8th August,
1853.
The Pension to which he
would be entitled would be therefore
for eighteen years, twenty days
of
service; but
as
Pensions
are
computed
for full years of service only,
and not, I believe, for any fractional part of a year,
his
pension will be as
for
eighteen years
of service.
As however under clause
I of the Hong Kong Pension Rules
of May,
1862 it is
competent for the Government to grant higher
rates
of Pension than those laid down in that
minute, I would submit
that Mr. Barradas has conducted the
duties
of his
Office
in
an exemplary manner
during
most
of the
fifteen years I have had knowledge
